The Credit and Export Guarantee Fund KredEx

The Credit and Export Guarantee Fund KredEx was founded in 2001 by the Ministry of Economic Affairs and Communications with the aim to improve financing of small enterprises in Estonia, decrease export-related credit risks and enable people to build and renovate their homes.

The mission of KredEx is, by improving access to capital, to create opportunities for development of entrepreneurship and export and for improvement of living conditions. The vision of KredEx is to be a self-sustaining fund in the public interest which decreases market failure and directs the credit market. 

KredEx's guarantee is targeted at small and medium-sized enterprises that are just beginning their business or cannot secure a bank loan. KredEx provides a guarantee to the bank for part of the company’s loan, leasing transaction or bank guarantee, thus significantly increasing the financing available to the businesses and fostering their rapid growth. 

With the help of an export guarantee, a business can rest assured that it can collect payment for the goods it has supplied or services it has rendered as well as to mitigate credit risks. Moreover, an export guarantee enables to offer buyers more favourable and flexible payment terms and enter new and unstable markets. The export guarantee offered by KredEx enables the exporter to insure both short-term and long-term export transactions and, starting from the spring 2005, also direct outward investments. 

In the field of housing loans, the objective of KredEx is implementing the Estonian housing development plan to contribute to preserving the existing housing stock and to alleviate housing-related financial problems. KredEx's guarantees for housing loans are targeted at young families, young professionals and tenants living in restituted building so that they can obtain a bank loan for buying new or renovating existing housing. 

Another important objective of KredEx in the field of housing is to support maintenance of apartment buildings and to raise public awareness on this issue. Starting from spring 2003, KredEx issues renovation aid to apartment buildings that are targeted at covering the cost of reconstruction and renovation of basic structures of the apartment building, support and security structures, electric and gas installations.
